From 1993 to 1996, Andy was general counsel of the New York City Department of Investigation, the agency responsible for preventing fraud and corruption on the part of city employees. At DOI he spearheaded a series of major investigations, including into the 1993 Parking Violations Bureau contract scandal that forced the resignations of several high-ranking city officials. Andy also worked as a prosecutor in the Manhattan District Attorney's office, where he served in the frauds bureau.
He has lectured at the Food and Drug Law Institute on investigating counterfeit drug schemes, contributed to a number of seminars on investigations and government ethics, and co-authored the chapter entitled "Investigations of the Case" that appears in Business and Commercial Litigation in Federal Courts (ed. Robert L. Haig) (West Group & ABA, 1998).
Andy was a lead investigator for the Connecticut House Select Committee of Inquiry and testified before the Committee's impeachment proceedings, during which, in June 2004, Gov. John G. Rowland resigned.
Andy has a B.A. from Syracuse University and a J.D. from the New York University School of Law.
